Repeated installs create duplicate SQL entries

Somehow it is possible to reinstall Plogger and thereby generate duplicate entries in the plogger-config table, for examples check the discussions: http://plogger.org/forum/discussion/1737/plogger-not-generating-thumbs-or-applying-css-solved/#Item_0 http://plogger.org/forum/discussion/1723/username--password-dont-work/#Item_7

This will lead to login problems - and possibly a lot more mixups.
