Rework Admin -> Options grouping

Description

The groupings of the Admin -> Options tab seem haphazard at the moment. We need to rework these into intuitive groupings (so you're not scrolling from the top to the bottom looking for Comment Email Options and Allow User Comments for example). This could probably be worked in conjunction with ticket #131 - Breaking Admin Options out of a single row.

I believe Kim has already started a list of possible groupings for this, but I wanted to start a ticket so we can track it's progress.

I can do a mockup of the reworked Options page and post a link here to get everyone's feedback before changing the actual plog-options.php file.
